I can't seem to find them to subscribe to them, and yes, I'm logged in as normal with the numeric portion of my C6 serial number, and I am subscribed to the PHP group, so I know it works. You may need to refresh your newsgroup reader (they are not mirrored in this web based forum - near as I can tell <g>). The new newsgroups should be visible after you refresh your newsgroup list. There are options to do this in Outlook, Outlook Express and Windows Mail. I'm sure there are similar options in other clients too, but those are the only ones I know about. I'm not using a newsgroup reader.  I'm using the Softvelocity Discussions Reader.  I've also tried the web-based reader at discuss.softvelocity.com.
